& Non-Emergency
911
Call 911 for any and all emergencies. The only way that Mount Vernon will will see increased police presence is for crimes to be reported, no matter how big or small the offense.
311 Phone Application
For non-violent and non-emergency situations, 311 has an app in the app store for your mobile device, that will allow you to report issues immediately. This app is great for reporting burned out street lights, damaged sidewalks, potholes, and downed trees & limbs. The app may also be used to requesting graffiti removal, requesting bulk garbage picked up, reporting dirty streets & alleys, reports against liquor and adult entertainment complaints, and parking violations. The app is also a great way to leave feedback for City Employees.

- Call 311 to schedule collection of all bulk items (furniture, appliances, etc.).

How To Get Bulk Items Collected
Every month, Baltimoreans can place up to three items out for collection. One day per month is set aside for this collection. All citizens have to do is call 311 and tell us:
- Your address
- Your telephone #
- What 3 items
Call three (3) or more working days before your scheduled date. If you do not know your day, please call 311 or schedule your collection using 311 Online.

Midtown Baltimore will pick up bulk trash when requested. To contact Midtown, visit their website and submit a request.
Recycling
Baltimore City Department of Public Works Office of Recycling handles city wide recycling.
Recycling is As Easy As … 1, 2, 3.
- Use any container you want: paper bags, cardboard boxes, old laundry baskets – you can even use trash cans (just mark it “recycling”). The only rule? Do not place recycling in plastic bags.
- Fill Your Container With Recyclables : Paper, Cans, Cardboard, and Bottles
- Put out all that you can – there is no limit to the amount of recycling you can put out.

& Permits
Architectural Review
In Mount Vernon, all exterior construction and alterations for new and/or existing buildings must be approved through the MVBA Architectural Review Committee and CHAP. Learn more about the Architectural Review Committee and the process for getting work approved.
Zoning & Development
MVBA has two committees that over lap with responsibilities most of the time. Whether a project requires variances or assistance with Zoning and/or Development, it is best to contact the both the Zoning Committee and the Development Committee before any work has started in the neighborhood.
Building Permits
Most of the time, a permit is required for any construction work that is done at a property within the city. The One Stop Shop downtown at the Benton Building houses Baltimore City’s Permitting Department. If a permit is required work exterior work, MVBA’s Architectural Review Committee and CHAP will have to grant approval before any work can begin and permits distributed.
